Some minor damage can happen. Maybe in production, packaging or shipping. Just return it to vendor for a replacement.

Minor damage on something crucial as PCB seems pretty risky to me. No to mention they "forgot" to engrave SAPPHIRE and they engraved APIE instead. how can you explain this?

they said: "We've never heard for anything like this before. We will need to contact our GPU provider"

A wild guess: maybe somebody damaged his card, bought the Sapphire, swapped cards out and sent the broken one back saying he doesn't want it anymore and it was a wrong purchase. Maybe you were then sold a used broken card?

Isn't this like those collectibles with erratas and such? It could worth thousands!

If you didn't open the package.

You're not the only one that suggests this is an used card. So, these "wild guesses" are pretty common.

Is there a way I can tell if this card is used or not?
Also worth mentioning is the fact that the part with the coolers (not pcb itself) looks slightly bent.

Send it back and demand a refund, 100%, then buy the card from a different vendor.

Did it come in a sealed box with stickers? In that case it comes from the factory. Might simply be a refurb.

the stickers were the box, but they didnt actually "seal" the box. it looked like someone opened the box before. Graphic card was in a sealed anti static bag tho.

You can buy a new anti-static bag for 99p on eBay. If the box wasn't sealed and you were sold the card as "new", then send it right back.

I had friend whom bought and paid BIG MONEY for a 1 in 200 Edition for a Specially Engraved, Gold Plated Hex-Barrel Winchester 44 Mag 1894 (Guess it had to 1994). He brought it to me to look at his gun. He told me Winchester wanted it back. I told him, never RMA it and never fire it as it would probably blow up and destroy it at the risk of killing himself but sell it to the highest bidder because the bore was at least 1/4" off center. That was a Rare Gun for a Sentinel Flagship and would be highly collectable as it was only 1 of 1 made by Winchester - LOL.

In all sincerity for the OP that is Sad and Hope it works out for you.
