It's a law to slow down next to a cop that has pulled someone over.

True, but what annoys me are when all 4 lanes of traffic suddenly start braking in front of me when a cop has someone pulled over in the breakdown lane.

I've passed cops plenty of times on the highway, just seems like everyone else is to afraid to do so.

agreed....more accidents are caused.
I have seen highways around minneapolis do that and it actually puts the highway to a hault if EVERYONE does it....
