Have to press Ctrl in order to logout on 2k. What gives?

If I try to log off my 2k box, nothing happens. Start/Shut down/logout, or reboot, nothing. Just returns to windows.

Now if I hold Ctrl down while I press all this, I can logout fine. What is up with this, anyone know?
 
This happens for all users... I don't see any apps in the task manager... Ctrl can be a break key?... what?...
 
er, hotkey sorry

I was wondering if it was a hotkey for some application running in the background, though sounds unlikely.
