I bought something on eBay, payed for it about a day later through paypal and a few hours after I payed, this guys profile says that he is no longer a registered user.
He has been a member for 5 months during which he has received 85 positive feedback no neutral or negative (100% positive), 80/85 were from buyers.

Have I been screwed? and if so who do I speak to, eBay? PayPal?

This is really bugging me...

How much was the item? You are probably screwed, but its also possible his account was locked for other reasons, and he will still follow through with your item.

I just called and paypal said that he already accepted payment and there is nothing that they can do now, but if I don't receive the item then I can open a claim saying that I didn't receive the item and if he can't prove that he shipped it then they will return the money to me.

Did you even try to contact the seller to ask what's going on?
If you did, and he didn't reply, I wouldn't hesistate to immediately file a claim.

I sent him an email a couple of hours ago but have yet to receive a response.

OMG, someone didn't reply to an email at 6:30 AM, SCAMMER!!

Some personal experience in a situation like this reversed....Ebay decided to suspend my account 2 weeks after I refunded a half.com transaction claiming that I hadn't done anything to resolve it. A guy that had just won one of my auctions freaked out and started emailing me accusing me of scamming him. He still got his item, and ebay finally got their heads ouf of their butts and turned my account back on. So I wouldn't worry too much yet, your situation could be similiar.

Another possibility-his eBay account was compromised and used by a scammer. He found out and shut it down? Was the PayPal address consistent with the seller's info?

He didn't respond to my email but he did accept the paypal transaction...

hopefully it's the same situation that you had...

Keep close track of this, but don't panic right now.
I had a similar situation this year. Bought some software and the seller became unregistered before I ever received it. But I DID get the software. Only trouble was, it was defective and a little suspicious. Suspicious enough that I was not sure I could trust the seller, so I opened a formal eBay complaint. As it turns out, that process forces you to negotiate with the seller anyway - eBay does not want to get tied up settling every complaint. And eventually seller refunded my full payment on return of the software. They still are no longer registered.

Bottom line, I think, is that there are LOTS of reasons for unregistering an eBay seller, so don't panic yet.

email him again. and tell him that if you dont hear within a certain time you're gonna have to file a claim.

I'd already be bitching at PayPal to freeze his account now so he cannot widthdraw the funds from his PayPal account. Once he has successfully taken the money out of his PayPal account (2-4 days usually) then tough luck for you unless you do a chargeback.
I seriously hope you paid with a credit card so you can do that chargeback.
A member who has been "kicked" off is far worse than a listing that has been cancelled. I would assume the worst in this case.

If the seller does not have a PayPal money back thing you WILL probably not get your money back unless you get really lucky and find some customer service representative willing to make the seller's account negative.

First off, I hope Paypal charged your credit car. If so, if the seller doesn't respond to your email in 24 hours contact your cc company and file a complaint.

Dittos. I had my account suspended once because somebody appropriated it and started listing used RX-7's for sale. Ebay suspended it for as long as it took to undo the auctions and run damage control or whatever they do in such cases. I had it back the following day.
