I wonder IF i send my PDA to my brother in Korea, does US goverment open the package?? Do they charge a lot of tax on Used(like 2 years) pda?

Korea might charge you but the US won't. Check with USPS and see if they are cheaper plus you can see what type of restrictions korea has on products.
