Have a ATI issue with Dual Screen

Ok the card is installed with the right up to date drivers, I have disabled the onboard video.

Here is the problem, lets say I want to move IE from the main monitor to the second monitor I have to hit the middle button at the top right of the screen the one with the two little windows in it, if I dont I cant move anything to the other scree,

Anyone have a clue why or how to fix this.
