Haswell IHS Delidding Results?

Did they fix the IHS issues that Ivy Bridge had? Are people getting 20C drops by delidding and applying proper amounts of thermal paste and sanding down the IHS to get better contact?

You can use metallic pastes for between the heatsink and the IHS, but you need to have a non-conductive paste for between the cpu die and the IHS when you delid, right?

What would be the recommended best pastes for each application?

So sanding down the bottom of the IHS and adding a good paste will significantly drop temps then. I don't understand why Intel is skimping on this step, it makes a huge difference.
