Has there been a clear answer if the iPhone can be activated after purchase?

Will I be able to get a few of them for others? I have a few friends that want one as well but assume that it will be sold out unless they're in line for it.
 
ATT & Apple have stated the phone will only be sold after activation in store.

I imagine they'll be available online too, but will be shipped activated.
