Has power cycling a cable modem EVER fixed a connectivity problem?

It seems like every time I have problems with my cable internet to the extent that I have to call the cable company, they tell me to unplug my modem from the cable, power it down, wait 3 minutes, then reconnect and power it back up.

But it NEVER fixes anything, in fact it's insulting that they even ask because I take those steps on my own whenever my cable goes screwy.

Has this quick fix ever solved a problem for anyone?

Yep.

My old junky Cable modem used to flip out all the time. Power cycling it usually got it working again. I have to do it to my router quite freqently too.

But for me it's usually pretty obvious when that's the problem.

Of the 20 or so times my cable service had trouble, all 20 were fixed by powering down the modem for a few minutes.

allows it to refresh its configuration, etc

So for me, absolutely.
