Has PNC Bank always charged a "Balance inquiry fee?"

My old bank had no fees for using other bank's ATMs. They were bought by PNC a few months ago, and I just noticed on my statement that they not only charge me $2 for every ATM transaction (I'm fine with that), they also charge a $2 "Balance inquiry fee" if I check my balance at an ATM. Have they always done that?
 

"Mini-Statements" always result in fees for my BankOne account, even if I'm using a BankOne ATM.

No big deal though, it's easier and less expensive to just check my balance online.

One of the banks I was working with yesterday had a message while I was on hold - you can get a "mini-statement" online for only $1... ridiculous I though - the following hold message was "absolutely free checking" which I found to be quite ironic.

Anyway, my bank has jpeg scans of every check they've received online, $300 overdraft protection, all records, etc. online for free.
