Has my ASUS K7M messed up?

Here is the system,
ASUS K7M
650 Core Athlon @ 750
Windows ME/2000
System running for about 9 months.

Here is the problem,
The computer no longer turns off when I shut down like it is supposed to with ATX. And it just all of a sudden stopped. So I went in to BIOS and saw that APCI(might have ancronym wrong) aware OS was turned off, so if I turn it on it freezes right there. Before this I didn't even think that anything changed until you saved the bios but it doesn't freeze if I change anything else. So what's going on. I have also been noticing an increase in instability lately. Should I try a higher voltage in the CPU?

If the board is messed up, how do I get a hold of ASUS for warrenty service? I emailed them a while ago but to no avail.
