Has anyone tried overclocking the Pentium D 820?

I've read that in order to implement SpeedStep in the D 830 and D 840, the multiplier had to be unlocked, making it easy to overclock. But since SpeedStep only slows the CPU down to 2.8G and the D 820 is already at 2.8G, SpeedStep is left off of the D 820.

Does that mean that the multiplier setting on the D 820 is locked and it is not possible to overclock it?

You can't overclock the 830 or 840 using the multiplier, since they are only unlocked AFAIK from the 14x at 2.8 to the 15 or 16 of their regular speed.
Overclocking is from increasing the FSB instead to create a greater overall speed. This is AFAIk true for the 2.8, 3 and 3.2GHz PD's
 
Its also true for AMD cpus, while the A64 series may let you lower the multiplier, you can't get greater overall clockspeed by lowering it alone. You again need to jack up the "FSB" in order to get a higher overall clock speed. The ability to lower the multiplier is mostly useful for underclocking for a fanless setup or to help determine the limits of other variables.
