Has anyone seen mold/fungus like this before?

It's a slime mold. They're actually colonial protists with very interesting life cycles. It looks like chocolate tube slime, but I've never seen it growing down like that. They usually grow on rotten wood, but upright.
 
Only one picture works, and it justs looks like someone took a crap between the panels of the ceiling.

Its the brown spikey looking thing in the middle of the picture.

Does he have any unexplained health problems?? I've read a lot about molds giving people serious health issues even to the point of forcing them out of their home.

It's not a matter of being clean. Their spores are everwhere, and were probably on the wood before the house was even built. He's obviously got a roof leak where they're growing. The life cycle of a slime mold might be only a few hours long once they get moist and start to grow. You could literally spring a leak in the hight and wake up with these things growing there the next morning. They draw their nutrients directly from moist wood. The only thing you can do to prevent them is to eliminate the moisture. Fix that leak and they'll go away.

You need to get that removed as it can be pretty dangerous especially if he has small children or anyone with a compromised immune system living in that house. Certain molds like that have been known to kill people if left to long.
