If it's what I'm thinking of, it wasn't a ripoff, it was an homage because some guys figured that since no one was bothering to update X-Com, they'd do it themselves.

Interesting - it looks like Bman was hired by the developer to work on UFO: ET 2.
They got his permission to incorporate his mod into the update to UFO: ET. Discussion going on here:

Back on topic: The game was pretty much unplayable & lame when first released. The modding community and official patches really saved the game. Fully modded, this game is much better than the crappy UFO Aftershock/Afterlight series. I'm not sure what all is improved in the "gold" version yet.
