Has anyone heard of another cable company competing to take away anothers franchise?

If I understand the laws correctly, every certain number of years the cable t.v. (and internet) franchise comes up for "renewal" every few years.
Yet, I never hear of any other cable company competing to try and replace a current cable company.
What is going on?
