Speedfan works fine for me for controlling the CHA1 and CPU fans. It won't control the chipset or CHA2 fans, but I replaced the chipset fan with a passive heatsink so that one's not a problem.

Thanks. It says that you don't need an RPM sensing fan for it to work but my Panaflo 120L1A (not RPM sensing and connected to the CPU fan header) doesn't seem to be affected by it. Maybe I'll try again.
How did you get it to work? I'm trying to change my CPU fan speed (retail HSF) , but nothing happens. I've tried changing all the speed settings, with both QFAN on and off.
