Has anyone else had difficulty registering on 'Open Software' hoster Codeplex.com

I searched around for a decent language translator of .SRT files and it seemed the Microsoft Open Software "Free Language Translator" was best out of a limited selection. (successfully used GoogleTranslate directly until Google altered its behaviour for the worse)

But after 1st run, got a message: 'need to install .NET V4.0'. As 'Speccy' states my Win7 Pro 64 already has '.NET V4.0 Client', plus 3 prev version of .NET, feel reluctant to have to install yet another .NET, so thought to ask about this on the Codeplex.com site hosting the program. Not having visited the site before, I tried registering to post my enquiry. I got a message stating successful registration, goto my email and click the link to complete. But after waiting 10+ minutes, no email arrived, so I tried re-entering the same registration data. But then got defeated by a Captcha mismatch, no matter how many times I carefully entered the captcha. Thinking the err msg false, I tried altering my Username, but then it said my email is already inuse !

I sent an email to the webmaster, but no reply.

Has anyone else had difficulty registering on the 'Open Software' hoster Codeplex.com ?
If so, were they able to overcome the issue and how ?

I note there are 6 user posts for 'Free Language Translator' spread over some years, so presumably the site did allow user posts at one point.
