Yes, and my experience was not a very good one. They sent my sister a PC with a faulty mobo which caused the floppy to function only on occasion. I explained the problem to them and shipped the PC back. They tested it, said it worked fine, and shipped it right back. My sister is still stuck with a faulty mobo and a less-than-functional floppy drive. Of course, multiple floppy drives were tested, as well as different RAM (hey, you never know), and an assortment of floppy cables, new and old.
They definitely have some good prices, but often times you get what you pay for. The best thing to do is just HOPE you don't get any faulty parts.
