I have the visiontek GF3 and it's awexome, I have read reviews on the Xtasy and they have all been very good/
I wouldn't hesitate to buy a Visiontek card one bit.

Yes, run in horror from it and never look back.

It's based on nVidia's 'Personal Cinema' which is effectively their version of ATi's "All In Wonder" series of cards. It's not quite as feature filled as the AIW but close.
The card your specifying is an GeForce2 MX400 variant of it... slightly faster then ATi's Radeon 32MB SDR card.

But stay far away from the 'Personal Cinema'!!

I've had the distinct displeasure of setting up an nVidia Personal Cinema once and I don't intend to do so again. Drivers are terrible, features extremely poorly implemented and many don't work very well at all. Is difficult to set up and get running "properly". Product documentation is virtually non-existent.
IMHO it is a very poorly implemented product. Much potential, but the execution was was lacking.

A few other members here have used it and usualy expressed much the same opinion, as have the majority of the reviews on it.

ATi is often hounded for having poor drivers, and nVidia generally has exceptional drivers... but the drivers for the Personal Cinema make ATi's drivers seem flawless in comparison.

CompUSA is supposedly having a GeForce2 Ti400 on sale for $99 after rebate (tax ignored) beginning tomorrow.

Pretty good price, so I don't know what type of inventory they'll have on hand.
