Some rude programs, when uninstalled, do not remove the registry changes their install programs have made. Several years ago, the only way I could get rid of the vestiges of a Wingate proxy (registry settings that prevented DNS from working properly) was a clean OS reinstall. I do not know if winproxy is such an offender. Before launching into a reformat and reinstall, however, check ICS out very carefully, because there are many more easily correctible reasons it might not be working.
