"Carney also said the White House is confident that "the overwhelming majority" of Senate Democrats will back the plan."

Which means he expects some Democrats to vote no. There are only 53 Democrats in the Senate which means 3 no votes and the bill doesn't get to 50.

I just listed three senators who seem to not like the bill. Based on that I wouldn't be surprised if the Obama presented bill ever get a vote or if they take it apart and change it before hand.

No bill can get passed without his approval or a two thirds majority to over ride his veto.
