Hardware sensor monitor

I installed hardware system monitor and it is showing my voltage as 3.18 where as the min is 3.18 and the max is 3.5, this mean the software is showing it as red. does this mean that i need a more powerful power unit i an currently running a 350W power unit. any ideas???
