Hardware or Video Card scaler?

say your cheap video card HD 5450 or Geforce GT210 - would it up/down scale better than a decent tv dcdi?

by removing OSD, scaling, etc you could reduce the input lag - but the question is how much better is a tv scaler compared to modern video card ?? (shader model, AA, inverse telecine)?
 
I don't think you can compare a cheap ass chip that come in TVs to hundred(s) dollar video cards.
