Hardware needed for Video editing?

Basically, a family member of mine is an artist and he needs a new computer.
I'm not sure what the requirments are. He may buy a laptop, so he might not be able to upgrade it, and I want to be certain I know what he needs to buy.

He needs a computer to edit video, pictures, and maybe later on simulating spaces and buildings and such.

I believe this is what he needs:

a c2d at 2 Ghz at least.
4 GB ram. (is 2 enough?)
Win vista home (premium?)

The only part that I'm not sure about is the graphics card. Is integrated enough? Does he need a workstation card, or is a low end card enough? I know what's needed for gaming, but I just don't know enough about these things.

You need to find out what software he uses and what his future needs may be. Here's a link to a roundup of pro and desktop cards that includes useful info on what the differences are.
 
It totally depends on what software you're using, and what type of video you're editing.

If you're editing HD - say consumer grade HDV:

a c2d at 2 Ghz at least.
4 GB ram. (is 2 enough?)
Win vista home (premium?)

C2D at 2 GHz is an absolutely bare minimum. 3Ghz is better, quad at 2.4+ is better still.
4GB is the minimum with Vista. More is better.
Vista home is fine - go premium.
