Hardware MPEG2 Encoders other than WinTV

are there any PCI solutions that Encode MPEG2 in hardware ?
the only one I came across was the WinTV which, according to some comparisons to software solutions, has image quality issues.

Osprey 2000 is a hardware MPEG encoder, don't expect a bargain here. Its going to cost you for quality hardware. A good software encoder beats a crap hardware encoder anyday, and a good hardware encoder will cost you. AFAIK, there are no consumer level hardware encoders with any decent quality, but that should change down the road with DVDR's. The upcoming Radeon cards reputedly have a hardware MPEG encoder...but who knows the IQ and feature set? It isn't going to be exactly cheap either.
