Hardware modem connecting slower than winmodem!

I just replaced my Aopen 56k winmodem with a usr 56k isa hardware modem and I notice it connects at 42666bps max compared to my winmodems 45ish bps. I realize that downloads vary in speed but is this normal? Any tips on tweaking it up?
