Hardware Issue?

I cant get into safe mode or normal mode.

Even when I try to boot from CD to reformat it hangs when trying to load everything up

Any idea?
 
when i boot from CD, when it gets to the "Setup is starting windows" part i can hear the hard drive (i think) spin up and down
 
Try a minimum boot to see if you can isolate the cause (1 memory DIMM, no cards but video, etc.)? Memtest might provide some indication of the level of the problem, but it sounds like a hardware failure you need to isolate.

EDIT: If you have another copy of Windows, you might verify the CD is OK.
 
Similar thing happened to me the other day with one of my work machines. I fiddled with the BIOS, it didn't work out, but putting back the settings failed and I had the same result as you. So I chose to use defaults...and my SATA controller option was switched from RAID to IDE. Once I switched that back to RAID, all was well again.
