hardware interupts using 30% cpu while idle

I opened task manager today when i logged in because my pc was acting pretty slow. And task manager showed the cpu as being used roughly at 30%, and yet it listed system idle process as 99% and nothing in the list of processes was showing up as using any cpu time.

I opened process explorer, and it's showing hardware interupts as using a chunk of cpu.

can anyone tell me what this means? The machine is basically idle.

I dont know if this is related ... but i also have a problem with this machine and moving large files. Its slows down horribly whenever i move large files. I could be FTP'ing a file onto the machine, or burning a dvd. It becomes incredibly slow ... i basically cant use the machine while i am burning a dvd otherwise the dvd slows down and sometimes fails. not to mention it drives me crazy waiting 3-4 minutes for a browser window to open. I dont know if that could be related to this somehow or not.

So, anyone know what the deal is with the hardware interupts using 30% cpu is?

A hard drive in PIO mode instead of UDMA?

Check your IDE controllers in device manager and see what mode each channel is in.
