i bought these parts to install

all the parts are installed properly but when i turn the pc on, at first
it used windows xp cd to boot up. the screen said hard drive not
detected & i rechecked all the parts. now instead of running the cd, it
gives me the screen where it says windows did not shut down properly &
needs to reboot either normally, safe mode or last known good config.
all the bios & cmos as far as i know are properly set. i originally cleared cmos as recommended by the user guide & made sure the bios specs were configured for the new cpu & memory before letting it boot. now it just keeps cycling through bootup & restart over & over.
i am stuck & really need help. i dont know what to do. if it helps we
are using an old western digital 120gb drive. should we reformat the
drive? & how do i go about it? i would appreciate any help
