Hardware difference between USB 1.1 and 2.0 ?

I thought the only difference between USB 1.1 and 2.0 was the protocol changes, i.e the same cables/ports that run USB 1.1 could also handle 2.0. Like for example, ATA100 cables can be used with ATA133 drives, as long as the mobo and the hard drive support that standard. So

Is this true? Or does USB 2.0 require new hardware(obviously apart from the controller and client) to go with it (ex: new compliant cables)?
