Hardest Problem Ever!!

Ok, please bear with me, this takes a bit of a story.....please read carefully.

I recently moved, and changed DSL providers from Verzion to SBC Pac Bell. I had DSL speeds of 1500/128 at my old house. The DSL has been set up at my new place for about a week now, with a 1500 down/256 up line. I am using a new Arescom modem. With my WinXP Pro machine, I am getting speeds of 128 down/250 up. With another XP Pro machine, same scores. With a Windows 2k machine, same scores. It does not matter if I use my router or go straight into the computer, same scores. SBC has been out to check the line, which is in perfect shape. With the tech's Win98 laptop, on the SAME web test sites, with the SAME Arescom modem, he gets 1.3 Mbps. I pulled out my old Toshiba 133MMX laptop (Windows 98), and I get a similiar 1.3 or 1.4. I am completely and totally confused. Please note that I have SP1 loaded on both XP machines, and I have tried both onboard and PCI network cards. Does anyone have any ideas????? I'm at a loss to explain it.

UPDATE: With the DSL Arescom Modem plugged into the router, my WinXP Pro machine still shows 90-120 speeds, while the old Toshiba Win98 laptop shows 1.2Mbps!!!!!
 
In Windows 2000 and Windows XP, the TCP/IP stack was changed from the old windows 9x model. I assume this is the problem, but I could not give you a solution.
Maybe you can try with a Linux install? There are distributions that installs on Windows partitions, so it could not affect your partitions and so on.
By the way, Linux has similar TCP stack with Windows 2k and XP (borrowed from OpenBSD, as far as I know)
