kinda like you. before you do somehing that would void most warratnies on items in your comp...you might want the read up on overclocking like i did. i spent about 1 month reading ever freaking relevent post anywhere here or various other forums. let me try to help ya out.

what does that mean? are you asking us what settings to set your computer as? the only way you can know is if you try it yourself.

he means set it like that so you can run it to reinstall your os. i can't imagine what kind of motherboard you are using so that you can only change your fsb/pci settings by manually physically changing jumpers on your motherboard...you might have to splurge and get a good overclockable motherboard that you can find by asking around or doing a search. i personally recommend the asus cusl2 or the asus p3v4x/cuv4x to overclock. make sure you get some high quality ram. don't go overclocking with your old pc66 ram that you ripped out of your old compaq or something. get something brand name such as mushkin, corsair, micron, crucial, etc. buy pc133 ram. its not that much more expensive and it is guaranteed to run at 133 but most likely will run up to and above 140 if it is indeed good ram.
Norton Ghost is a program which you can buy and then you run it to get a ghost of your current hard drive. you can then use this ghost to copy your hard exactly to a new hard drive or to make bootable cd-roms which you can then use to recover your hard drive and all your files, but it seems it is too late for that. i keep a copy of my primary boot drive with all of my info on a spare 4 gig hard drive which i can always use to boot my machine in case something bad happens.
