Hard Drives running @ slower speeds by default?

I read somewhere that some hard drives are set to run slow, on purpose, so that they run quieter and create less heat. In order to 'set' it back to the faster speed, u need to download the utility to do it.

Anyone know about this, and know what hard drives this is in reference to?

I know maxtor's website has some utility which enables higher speeds and also louder operation.
