Hard Drives / Power Supplies

Ok, so i am running Windows home Server. I have 15HD's plugged in and was running a 850w Zantec PS. Its a quad core with 4gigs ram and semi crappy vid card. Anyway when i go to add a new HD the power kind of shorts out. Yes i understand to plug it in when the system is off, but when you turn it on, it gets power then everything immediately loses all power. I also have to unplug the ps and plug back in before switch will even do anything again. Once the drive is removed from power it works fine again.

Specs:
GIGABYTE GA-EP45-UD3R
Intel Core 2 Quad Q6600
GeIL Black Dragon 4x2GB but only 4GB registers.
MSI Radeon HD 3450 256MB
15 HD's - 10.2TB usable space.

Ok at first i thought it was the drive so i tried diff one, second i tried replacing PS figuring maybe not enough power so i switched to a Antec 1200w, and same results. So no i have it all unplugged trying to rebuild my home server, basically has anyone heard anything about this?

Edit: Also i tried to hook up those 2 bad hd's into another box and they didnt work there either but its almost like the system is frying them, it did the same kinda thing with my last 1.5tb drive and i just ended up not putting it in the system. So im not sure i have solved the problem. I still need to add HD's.

You know hard drives typically use about 10W of power. Even with 15 drives you didn't need anywhere near that large of a power supply.
