Check out this Cooler Master Cool Drive 4002. This could very well be the best 25 dollars you ever spend, especially if you're running an IBM drive like I am (since they do tend to run a little warm :) )...

It has been shown that regular ide drives shouldn't need much cooling. They generally run warm but nothing like a scsi drive. The most problems come from shutting down and starting up the machine when the drive goes from full speed to stop or vice versa. A good 80mm fan pointed towards your hd will help as much.
