Whats the best way to remove a bad sector from a hard-drive?

you cant remove a bad sector from a hd, however windows will automatically mark that sector as unusable and not use it, however if you have a bad sector i recommend start planning on a new hd and make plenty of backups.

How can I make windows not use to bad sector? Run scandisk or surface scan?

Just run Scandisk with the Thorough option in windiws.

But I wonder isn't there any software to rectify bad sectors?

I ran thorough scandisk in windows and it gets to sector 87,101 and then my pc locks up. After it locked up for about 5 mins I got the so called "blue screen of death" and I had to restart. Any suggestions?

try running it outside of windows.

a bad sector is usually a bad physical location on the drive so no, there is no way to remove a bad sector. before anyone says "low level format"... that does not "remove" bad sectors either. And such things are typically not receommended for the today's IDE drives as the specs of the drives are proprietary to the manufacturer.

Use the Windows 95/98 boot disk to run the scandisk.If you are running the program off of your hard drive, the bad sector could be on the area where you are running the scandisk program.
It may still lock up on you if there are too many bad sectors
If it doesn't work, see if the hard drive is still under warranty.
Most hard drives have 3 years warranty on them. You don't need the original reciept on them, just the manufactured date and the serial number on the hard drive.
I called IBM and Fujitsu and they both had no problem with replacing them for me.
Find out which company makes your hard drive and call them for replacement.
