Hard drive or motherboard problem on new build?

I have just purchased a GIGABYTE GA-P35-DS3L motherboard and a SAMSUNG SpinPoint T Series HD501LJ 500GB Hard Drive. I can't get the BIO's to recognize the HD and tried an install of Vista that can't find it either. Normally I would say the HD is just DOA, but the motherboard can't find a floppy drive that I know works on another computer.

What do you think is going on here?
