Hard drive not starting up

I asked a question related to this a while ago. I have an IBM Travel star Hard drive that I pulled from a working machine. It has 1/2000 as a date on it. I've been using it in an enclosure for about 6 months now and now it won't start up. It sounds like it's faintly skipping when i try to plug it in. Is it dead? and if so is there any way to get the things i had on it back?
