Hard Drive makes weird clicking sound

My sister's harddrive makes this weird clicking sound every few seconds.

The computer will turn on, however, it won't get past the Windows logo screen when booting up.

Is the harddrive dead?

 
maxtor.com and ibm.com have hard-drive diagnostic software that can run from a bootable floppy. Try one of those. There may be others listed in the FAQs
 
Find a copy of Norton system works and boot to it and run the disk utility.

Have you tried booting in safe mode or to a dos prompt and running scandisk?

 
any sounds other than normal sounds are basically not good. (as your rule of thumb.)
try to get any data off the drive, and prepare to have a new hdd installed.
