Hard drive doesnt spin up...?

I just got a new Seagate HD (200gb ATA) after my WD 120 started making a strange whining noise. On occasion, it would fail to spin up and wouldnt get detected at all.

Now with my new HD boots seem to take forever, and sometimes fail (after windows has started to load). My rails are at about 4.85-4.95 and I have a newish antec 300W PSU with a 2ghz Athlon XP, a Ti4400, one HD, one CDR, a net card, and a sound card...

Anyone have any ideas?

Check the power connector for bad pins and/or loose/corroded contacts - they are made incredibly cheaply these days. It's a wonder they work at all...
. BTW, the drive motors run off the 12V rail, not the 5V.
