I don't know why it's being reported as an optical drive, but it's generally okay if it's called a SCSI drive. I assume you're using Windows NT/2000/XP or later? Third-party mass storage drivers cause drives to be reported as SCSI. This is completely normal and by design.
However, as I said, I still don't know why it's being called a DVD/CD drive. I think your options are:
1) Try different IDE drivers, including Windows' own generic drivers.
2) See if your drive has any downloadable firmware
And it also can't hurt to simply try a different IDE cable, and a different jumper configuration.
