Hard Drive and Windows Update Question

I am adding a new hard drive to my system and I want to upgrade
win98 OEM to win98SE in the process. Is there any way I can get around
having to reinstall all my programs. The hard drive I have in my system now
has two partitons, one with windows and some applications and another
partition with games. Also is it possible to upgrade win98 by installing
98SE on top of it.
 
sure it is, upgrade on the old hard drive and copy it over using pqmagic or some other diskutility, or copy the partition over and then upgrade - no biggie.
