Hard delays in Windows Vista

I've had a strange problem after building this new rig of mine. Occasionally, but not often, my computer will just stop responding. One by one, each program I have open will stop responding, freeze, and all buttons will not become useable. I can move the mouse, but I can't interact with anything. Coincidentally, the hard drive light will be on, not flickering, but I won't hear any churning.

About 30 seconds later, everything that I've tried to do since the computer stopped responding (ctrl+alt+del, alt+tab, left clicking and right clicking, etc.) will act itself out like it was queued.


What could this be? On a possibly related note, my main HDD makes this very loud clicking sound occasionally, not like normal hard drive sounds I've heard. Sounds like the reader arm flicked itself.
 
I see your processor is VERY overclocked. Have you tried running everything at stock to see if you get the same symptoms?

Well, like I said, it happens seldom often, and more often than not when I'm trying to run Steam. I perhaps I could run at stock to see if the problems arise, but then again, my overclock is stable, and my temps are very good. CPU idles at 35-36C, Orthos Blend at around 55-57C, the system temps staying at around 35C.
