I agree to an extent. It is definitely unethical, and should be grounds for her immediate dismissal and loss of teaching licence, but not criminal charges.

If the school dismisses the teacher over sexual relations with a consenting adult, could the school fire the teacher for being gay? What about a interracial relationship? What about sex outside wedlock?
Where does society draw the line?
Does a job title hold someone to a higher level of morality?
How is it "exploiting"? Can you prove there was malicious intent behind the sexual acts? Was the teacher threatening bad grades or other "punishment" if the students didn't comply?
Or was it consensual on the part of adult-age students, potentially seeking preferential treatment based on their "position of status" with the teacher thinking they may get better grades or a 'free pass' or whatnot for screwing a hot and horny instructor?
Only to press charges once they were rebuffed and didn't get what they wanted, had their fragile teen emo egos crushed when the teacher moved on... darn, if that's sexual abuse than pretty much every human being on the planet should be in jail according to those rules.

The law has no definition of context. It was written by someone with essentially a puritan view. Yes, the law is the law, but before you go out condemning someone for one of the most basic acts as an "exploiter", you need to know the context first. You don't know the context, all you know is they broke the letter of the law. If laws weren't open to interpretation, we'd have no need for courts.
