Happauge WinTV PVR-150

I want to buy the PVR-150 here in the USA, but was wondering if I could use it to watch PAL cable systems in Europe for instance... Will this work? thanks...
 
I'm using the PVR 250 and it does fine with PAL or NTSC.

If it will capture it, then you can watch it fine as it comes in
