Hanging windows at startup.

I'm using win98se.
When I trying to boot up from cold machine(well, after shut it down few hours), it hangs with the windows98 splash screen. However it's starting up with no problem, if I shut it down and turn it on shortly, or restart.

Another problem is it's taking so long to startup. I already tried those usual things, like scan and defrag hard drive and msconfig and tweakui, but didn't make any difference.

I'm using Kt7 pro2a board with tbird 1 gig. Bios v2.0. But I'm pretty sure it's windows problem.

are you on a network? if so, have you tried reformatting and taking out all unnecessary cards then slowly adding them one by one.

I'm using cable modem, if it counts. You mean reformating the harddrive?
I used to have shutdown problem, so I wiped out hard drive and installed win98 again. It took care of the shutdown problem. But now I'm having startup problem.
What are the files I must load at startup, system.ini, win.ini, config.sys, autoexec.bat?
