Hang on Boot

A few months ago after i got my new DVD-ROM and DVD-RW (to replace an older DVD-ROM and CD-RW) my system started to hang on boot. Specifically just after F8 screen, when you get the long white bar along the bottom.

I have checked all my HDs and DVD drives to make sure they have been cabled and jumpered correctly. I have tried my DVD drives on CS and both as master and slave as this was suggested as a possible cause. Anyhow nothing has fixed it. The problem will keep occuring when i restart the machine and then i'll get lucky, and the system will boot through. It might be after 25 reboots, or after 2. Leaving it hanging for "x" amount of time has no effect, nor does booting into a boot disk or memtest or anything else.

Finally during my MCSE class i was reminded of the /SOS switch you can stick on the boot.ini. I used it and i have finally found the file that causes the system to hang. It is:

c:\win2000\system32\l_intl.nls

And in the grand scheme of things is the 7th file to be loaded by Windows on boot (well 6th as a directory is number 5). Anyone have any idea what this file does and why it has started causing my system to hang randomly? Also why did this happen just after i swapped my DVD and CD-RW out? Cheers.
