Agree with the first part for two reasons:
1) Masterchief has forceshield
2) Masterchief can shoot straight

The second part of your statement. Nah. Not really

So can stormtroopers. For hitting ANYTHING with an E-11 Blaster Rifle, storm troopers are quite awesome. The E-11 is INSANELY inaccurate. You can be standing a few dozen meters from someone emptying the power cartriage and the E-11 will shoot completely around them.

It's common knowledge in the star wars universe that the E-11 is manufactured so quickly and cheaply that it's not meant for accuracy.

It's kinda like letting a sniper walk around with a single round in a minigun with a target that's 2 miles out. Ain't gonna happen.
