HALF-life engine not optimized for fast comps?

Ok...wtf im playin counterstrike and in a big fire fight with bombs and stuff my frps dips down to about 20-30

what the heck

ps. in quake3 my fps never drops below 100

Running a Gladiac I was getting 99.9-100 fps consistently. I had my computer checked at a service center and they connected it to a Sony monitor. When I reconnected to my Samsung I am now stuck at 60 fps and it does not change up or down. My power supply was the item being tested. Since then my ps failed and I exchanged it and will also switch hard drives so I hope new install of everything will help. I have previously reinstalled my vid drivers and it did not help. BTW the game is TFC. Will check the tweak links. Have heard from tech support at Won.net that TFC is one of the laggier games on line.
