Half-Life 2 on Steam...

if you get Silver for example, it says you get HL2, HL1 SOURCE, DOD SOURCE, CS SOURCE. What does source mean exactly? Will DOD and CS ever be available for free?

but does that mean that a free DOD and CS wont be released for download? we need to pay for the SOURCE stuff to ever have it?

You have to pay extra to get DOD on Steam (Silver or Gold editions will get you DOD). CS comes with the Bronze edition and up.

CS has been a "commercial" game for as long as I've known, and DoD has become one since it had such a large following like CS did in the beginning. At least that is how I understand it.

I played both CS and DOD a long time before you had to pay. Actually, even though both are "commercial" now, you can still download and play for free as long as you have half life 1 installed.
